The message may be a little cryptic but it's perfectly reasonable.
You cannot perform any configuration operations after a HDI FOS Initial Install together with a syslurestore. HDI will detect this and then reject any attempt to perform a syslurestore.
What you have done in this instance that has caused the syslurestore to be rejected, since the HDI believes the OS install is not clean, is the Cluster Setup Wizard from within Hitachi File Services Manager (HFSM). This is unnecessary.
To mitigate, please perform a HDI FOS Initial Install on both cluster nodes then perform a syslurestore on each node before attempting to do anything else. The upshot of this is, any previous HFSM connections should be automatically restored rendering the use of the Cluster Setup Wizard as superfluous to the restore operation.
EDIT: also worth mentioning is source FOS version of the backup data on HCP and new install version on HDI must be identical.
