Seems like it's a connection issue in mysql, but can't say what might be happening that it's different in other time slots. Googling the error message seems to lead to timeouts during batch inserts due to preparing the statement, check out about parameters in the connection you can set to widen the timeout slot.
Or you can check other things happening in the database or the net at that time that can make things go slower.
