I'm not sure what you mean with CFM. But using the Administrator Rest API. you can quite easily get the hardware health data.
As for question 1. A command device is reccomended if you'll be doing lots of transactions/queries, or if you plan on pulling lots of data.
If however you just want to run a query or two, you can just install raidcom and then point it to the controller IP(NOT SVP IP) of the array.
You can also login on the controller via ssh on port 20522 and then have raidcom available there.
