Migrating/Copying an HCP Namespace from one tenant/namespace to another is trivial. See the attached bundle. NOTE: it has an EMPTY pipeline. The workflow just reads from the source namespace and copies to the target.
Consolidating namespaces likely requires some logic -- which you will describe in a series of pipeline stages.
