Problem is starting out on HORCM

Hi, I am just starting out on configuring HORCM. I am using the following guide, Hitachi CCI for Windows - HORCM configuration – OOIO IODUDE IOII and am current stuck with HORCM unable to start. Here's what i did so far:

 

1) Command Device created and Raw Devices mapped to VM. VM able to see it.

 

C:\HORCM\etc>raidscan -x findcmddev hdisk0,100

2) My output in horcm0.conf & horcm1.conf located in C:\HORCM\config

3) Added UDP Port in C:\windows\system32\drivers\etc\services

 

horcm0 11000/udp    #horcm0

horcm1 11001/udp    #horcm1

 

 

4) The current output:

 

C:\HORCM\etc>set HORCMINST=0

C:\HORCM\etc>Set HORCM_CONF=C:\HORCM\config\horcm0.conf

C:\HORCM\etc>horcmstart

starting HORCM inst 0

HORCM inst 0 has failed to start.

 

5) Error From logs:

There is not a configuration file: C:\HORCM\config\horcm0.conf.

Make sure your env. variable HORCM_CONF points to this file

I have no idea where or what is wrong. The horcm0.conf is definitely in the right location with all the read/write rights given to Everyone. I am at my wits end at this point on how to continue.
