Move file based on extracted field

I am interested in how we can use HCI to move a file where the source location is extracted from a stream.  For this particular use case, we have some metadata files that are generated from a document scanning program (Kofax).  Those metadata files are associated with a scanned document on a 1:1 basis.  All of the metadata files have a .lst extension and contain a list of attributes defined as key:value pairs.   Here is an example:

I would like to transform the FILE field to it's HCI local file path and move the file into HCP.   Is it possible to move a file where the source is defined in a field?
