Because I was confronted to a similar issue, but with the Replication Manager, I'm extending this "info".
We had the problem that we're not using any DNS and the HCS used per default the hostname in the url. Accessing outside the server itself was possible only with the IP address. Not a big problem for the HDvM itself, because we're typing the url ourself, but trying to launch the "under Tools", like HTnM or HRpM wasn't working.
So, if this can help someone else...
To see the current status:

Changing one product (Note that the product name doesn't have any spaces):
D:\Program Files (x86)\HiCommand\Base\bin>hcmdschgurl /change http://<ip address>:23015 /type ReplicationManager
KAPM06111-I The URL was changed from "http://<hostname>:23015" to "http://<ip address>:23015".
The best way would certainly be changing the entire url:
D:\Program Files (x86)\HiCommand\Base\bin>hcmdschgurl /change FromURL ToURL
