If I recall correctly, the poll value pertains to how often the command device is polled for updated status by the horcm/CCI process. Timeout value is how long the horcm daemon/process waits for a command request (say, pairsplit) to return results. Without this the horcm/CCI process could potentially hang indefinitely (in the case of an unexpected error). In fact, when writing CCI scripts, it's a best practice to ensure that code checking command results also determines whether the command timed-out versus returned a valid completion response.
