bootable system on external hdd, wrong shut down ?

I have Touro 3.0 usb external hdd. I have installed on it windows 8.1 as bootable OS. Everything works fine but during the shut down process hdd makes "click sound" - the same sound as it makes when for instance power is off suddenly. It does not shut down silent way as it should. To me it looks like windows is not unmounting the hdd before shutdown.

I have found comments that it is safe to shut down system in such a way - disk is not writing so it is probably safe.

Could you guarantee me if it is safe or maybe there is other safer way to shut down system? I can not unmount hdd when I am using system, so to me it is the only way, but I am worried about hdd.
