Could be. On that point it could be fetching the Pentaho Repository and synchronizing with the database (jackrabbit). Is it a SQLServer previously used for another Pentaho installation or is it a fresh install on both sides?
Check for the rest of the logs generated at tomcat/logs in case there is any symptom of connectivity errors.

Tried to start Pentaho Server but its currently stuck in initializing for 20mins:

Is it normal that it is taking this long to initialize?

A couple of things to consider:
- Looks like you are using an unsupported version of Java (1.19) You have to use either Java 8 or 11. Help site reference
- Is important that user responsible to start Pentaho service is the owner of the path and full permissions in the path
