Yes it's expected. The Migration copies the 0 blocks as well. A ZPR will clean up the consecutive 0 pages. Might be good to check that HMO 114 is set to enable Asyncronous Page Reclamation with ESXi hosts using Vmware 6.5 and higher.
I find triggering ZPR from CMRest is the easiest:

Just be sure to delete the migration job after it's done, before you kick it off the ZPR else you might get an error as explained on the KB.

last, I used "Volume Migration" in OpsCenter to migrate an ESX - Boot Volume from an older VSP to this newer one.
It works - but I saw the used capacity before and after.
In this exmaple, I migrated a volume with size of 10 GB and 60% used capacity.
After the OpsCenter "Volume Migration" was finished, the volume size was also 10 GB but, 100% used capacity.
Is this a normal expected behavior ?
Is there a way to use zero page reclaim ?
