I found the problem here, for the JFrog access, the ~/.m2/settings-security.xml was missing. I fixed that but still can't build the release 9.3.0.8, this is another issue.
@Frederick Bridonneau, if you didn't done that, try to get the settings files from https://github.com/pentaho/maven-parent-poms/tree/master/maven-support-files and put it on your ~/.m2/ directory.

For pentaho 8.0.0.0 to 9.4.0.0 the repository you are referring should be available for anonymous access. There was an issue in the past in the repository and we will look into it to make sure it is active.
