Orphan posts?

As a general rule, it is important that new questions are posted in the appropriate space in the Community so that they are visible and get proper attention from the right audience. I came across a question that seems to be an "orphan" - it doesn't belong to any particular space (unless I am missing something or don't know where to look). This might also have contributed to the fact that this question is still unanswered.

My question is, what could be the situation when the post becomes an "orphan", and how to avoid it? Is there a way to prevent this from happening in the future (say, if each and every post would have a default parent)?  Just a thought...
