How to identify the servers that doesnot have any i/o from command suite of VSP or tuning manager and also need to identify unused LUNS.
Add a filter in the Logical Devices view in Storage Navigator for VSP --> Number of Paths = 0
Navigate to the unallocated LDEVs in Command Suite
In HTNM create a custom report in Performance Reporter with a filter condition.
Apart from unallocated LUNS , we need to identify list of servers, which are no longer in use and needs to be decommisioned. We need to find list of unused luns (no I/o) to identify those servers and send a report to customer. The situation arises as they had built some servers at a part of POC and now they are not using those servers.
How do I create a custome report in performance reporter ?
You probably don't need to build a custom Performance Reporter report for this. There are quite a few built-in reports that will give you this information. For example: under RAID > Troubleshooting > Recent Past > Logical Device Performance Details. You can enter a specific time window to query.

After downloading the report in csv format some ldev ids are showing in decimal no. instead of xx:xx:xx format. How to correct them?
I assume you're opening the CSV file in Microsoft Excel. The LDEV column is not displaying correctly because Excel is interpreting the values incorrectly. Here's how I import these reports into Excel 2010:
